(i.e.) people who have no brains

June rains have flooded many parts of Southeastern Wisconsin (my home state). I was on the Milwaukee Journal-Sentinel web page surveying the damage and found this picture.

I would love to have a conversation (notice that I didn't say intelligent) with the driver of this vehicle - just to find out what made he/she think getting through this pond/intersection just north of downtown Milwaukee was a viable option.
