Why do governors have offices in Washington, D.C.?

Governor Jim "Douche" Doyle of Wisconsin (my home state) has an office in Washington, D.C. for what I was told, "the purpose of furthering the interests of Wisconsin with the federal government". Something like that.

I'm in favor of any state wanting to be on good terms with Washington. But why does each state have to have its own office in Washington D.C.? How much money is that costing? You've got staff, utilities, rent, office supplies...multiply that by 50 and the costs add up. And how often are these governors in Washington, D.C. "doing business with the federal government" on behalf of their respective states? Can't they do business in someone's office, at lunch or in a hotel room? Or by phone, email, fax, or video conference. Governors spend the bulk of their time in their respective state capitals anyway - or they should (except deposed scum bag Rod Blagojevich who never spent time in the Illinois capital before he was impeached).

Let me repeat myself: Why does the governor have an office in Washington, D.C.? Just seems like more government waste during a time when we shouldn't be cutting back.
